Spain's Minister of Industry on the country's solar industry

Spain's Minister of Industry, Mr Miguel Sebastián, said on Friday in the parliament that the new proposal includes feed-in tariffs "among Europe's highest". The Industry Association believes he was quite mistaken as these tariffs are "indeed, among the lowest".  We show you why.

www.renewableenergymagazine.com has informed in the past weeks that the new legislation that will replace Royal Decree 661/2007 at the end of this month will be 0.34 €/kWh for rooftop facilities below 20 kWp and 0.32 €/kWh for rooftop facilities above such power. Ground mounted facilities will receive 0.29 €/kWh. 

According to the data presented by Spain's Solar Photovoltaic Industry Association (ASIF), ground mounted plants in Portugal receive at least 0.35 €/kWh, Italian ones are entitled to at least 35.28 €/kWh, Israeli ones 0.40 €/kWh, Greek ones 40.28 €/kWh, German ones 31.94 €/kWh and Czech ones an astonishing 49.7 €/kWh. France, with 30 €/kWh (without considering further incentives) is the country that comes closer to Spain.

As concerns rooftop facilities, the situation is similar, however, every country has different tax treatments for these plants. In Spain, some regions offer different investment guarantees, and all of them make available a tax deduction of 6% on the investment cost, so as other incentives.

Mr Sebastián also said that the new legislation will be "much more flexible" than the former one. An MP from Catalonia's CiU showed his concern due to potential job losses and divestments that will occur in the industry if the new proposal is passed.

It would be a pity, since Spain seemed to be, until now, on the right track to become a world leader in this technology, something that the country has rarely seen before.
