The framework agreement aims to accelerate the development and implementation of green hydrogen projects in Germany, in an environment marked by the transposition of the Renewable Energy Directive III (RED III). Over time, it could be extended to other European countries.

The announcement comes at a pivotal moment for the hydrogen sector in Europe. Germany is currently transposing the Renewable Energy Directive III (RED III) into national law and is positioning itself among the most advanced markets in structuring demand for renewable hydrogen (RFNBO).

The introduction of binding targets encouraging the use of RFNBOs for certain industrial players is creating a regulated and predictable market framework.

This regulatory development marks a turning point for the sector as it significantly strengthens long-term demand visibility, thereby helping to accelerate investment decisions across the industry.

Combining Lhyfe’s operational expertise in green hydrogen with Strabag’s recognised and long-standing expertise in construction to accelerate project development, the agreement between the two companies establishes a framework for collaboration, aimed at facilitating the identification, development and execution of future green hydrogen projects by combining their complementary expertise.

“This framework agreement is an exciting start to our partnership with Lhyfe that will deepen our project development in hydrogen” said Wolfgang Zechmeister, Division Manager at Strabag. “Green hydrogen is a valuable tool for decarbonising energy-intensive industries. Strabag already has extensive experience in the construction of renewable energy infrastructure and will contribute to its further development.”

In 2025, Lhyfe became Europe’s largest producer of bulk RFNBO hydrogen from water electrolysis, meeting the EU’s highest sustainability standards. With four green hydrogen production sites already installed and RFNBO-certified, two additional sites under construction, a fleet of more than 80 Type 4 hydrogen containers - one of the largest and most modern bulk hydrogen transport fleets in Europe - and around fifteen storage sites, Lhyfe is one of Europe’s pioneering producers and suppliers of green hydrogen, with unmatched operational experience.

Strabag is able to cover the entire lifecycle of construction projects - from structuring, planning and engineering through to execution and long-term operation. The Group also has extensive experience in financing and investment, helping to ensure the economic viability of projects and secure their long-term financing. At the same time, Strabag actively advances modern infrastructure solutions and supports the development of more sustainable energy systems.

The partnership enables faster project planning and implementation, targeted reduction of development and execution risks and the advancement of hydrogen projects in Germany and, in the longer term, across Europe.

“This partnership comes at a decisive moment for the market” added Luc Graré, Chief Strategy Officer at Lhyfe. “Combining Strabag’s industrial and construction expertise with Lhyfe’s experience as Europe’s largest producer of RFNBO hydrogen[2] creates a strong foundation to accelerate project development and execution. This partnership with a leading player such as Strabag also reflects the level of maturity reached by Lhyfe and the confidence placed in our industrial know-how.”
