According to the Ministry led by Sebastián, the plant will represent: "the largest industrial investment by Spain in China, which is Spain’s largest international supplier outside Europe and its biggest market in Asia”. The six agreements – Memoranda of Understanding – between Spanish companies and the Chinese authorities have been signed by Miguel Sebastián, Miguel Ángel Moratinos, Spain’s Foreign Minster, and He Guoqiang, who is also general secretary of the Central Committee of the Chinese Communist Party.
Spain’s Ministry of Industry expects that the half dozen agreements between Spain and China totalling €1,360 million will: “strengthen bilateral relations in very significant areas such as renewables, both wind and solar power, and air transport”. Cooperation will involve supporting companies from both countries to carry out joint projects, bilateral consultations, and the regular exchange of information and data on energy. Spanish companies entering into these agreements include some of Spain’s leading renewables players such as Abengoa Solar and Gamesa.
